The core features of the two products are identical. Project Professional is a perpetual license—once activated, the software will not expire. Project Online Professional requires an active subscription.
Microsoft Project & Portfolio Management
Project Online is our cloud-based project portfolio management service delivered through Office 365. Project Server 2019 is our on-premises project portfolio management product.

You can access PWA through Project Online. Or, if you have Project Server 2019, you can access PWA with Project Professional 2019 when connected to Project Server 2019 or a client access license (CAL).

No, Project Server 2019 does not include SharePoint Server 2019. It’s sold separately. However, you need to install SharePoint 2019 before you install Project Server 2019. More information about hardware and software requirements for Project Server is available on Microsoft TechNet.
